Reception and Integration Reforms for Migrants, Especially Unaccompanied Youth Funding Source
TSI DG Reform
This project aims to enhance Greece’s reception and integration systems for migrants, with a special focus on unaccompanied youth. By aligning national policies with the EU Pact on Migration and Asylum, it strives to strengthen institutional frameworks, improve vocational training and employment pathways, and develop trauma-informed support mechanisms. The project prioritizes ensuring that unaccompanied youth have equitable access to educational, professional, and psychosocial opportunities tailored to their unique needs.
A key aspect of the initiative is the creation of mapping tools and assessments to identify gaps in the current systems for education, employment, and mental health services. Stakeholder consultations and working groups will guide the development of actionable recommendations, ensuring that the proposed reforms are both practical and inclusive. The project also emphasizes the importance of structured apprenticeship programs and legislative changes to secure long-term improvements in service delivery and integration processes.
With a multi-sectoral approach, the project involves ministries, regional authorities, NGOs, and international agencies, fostering collaboration across all levels. Outputs include comprehensive reports, training programs, and action plans designed to ensure a sustainable, human-centered approach to supporting unaccompanied youth in their transition to independence and societal integration.

These structures serve as temporary accommodation facilities for unaccompanied minors who are homeless or living in precarious conditions. They provide comprehensive protection, including housing, education, psychosocial support, medical care, and legal representation.
Each minor hosted in these facilities undergoes an individualized assessment to design the next steps based on their needs, capacities, and best interests. The program strengthens the integration process of minors into society.
The establishment of these structures is a critical measure to ensure the safety and well-being of unaccompanied minors.
Safe Areas for Unaccompanied Minor Migrants on Samos, Leros, Chios, and Kos

The Safe Areas offer specialized hosting and protection services to 544 unaccompanied minor migrants. They operate within reception centers on the islands of Samos, Chios, Leros, and Kos, addressing fundamental child protection needs.
These facilities function on a 24/7 basis, providing shelter, care, and psychosocial support. Additionally, educational and recreational activities are organized to promote the social integration of the children.
The program is an integral part of the national protection strategy for unaccompanied minors, fostering their safety and well-being.

A Step Forward: Open Accommodation Center for Vulnerable Women Asylum Seekers and Their Children
Funding: Second Swiss Contribution
The “A Step Forward” program operates as an open accommodation center for women and their children living in precarious conditions. The center has a capacity of 44 people and provides psychosocial support and care services.
Its aim is to empower women through educational programs, integration activities, and support for transitioning to safer living conditions. At the same time, education and psychological care are provided to children.
This initiative strengthens social cohesion by ensuring a safe environment for the most vulnerable groups within the refugee population.
FORTIFY: Strengthening Greek Systems for Protection and Prevention of Juvenile Delinquency among Unaccompanied Minors

The FORTIFY project focuses on preventing delinquency among unaccompanied minors through bilateral cooperation with Norway. Activities include needs mapping, educational visits, and the development of standardized operating procedures (SOPs).
The strengthening of Greek protection systems is achieved through awareness campaigns and training for frontline professionals.
The program is funded by EEA Grants and aims to promote cohesion and safety while advancing the prevention and protection of minors.

The SafeBorders initiative focuses on enhancing judicial expertise and frontline support to combat child trafficking. It includes training for prosecutors, the development of transnational tools, and the exchange of best practices.
The project promotes cooperation between countries and the use of artificial intelligence tools for prosecuting cases of child trafficking.
This initiative strengthens coordination and effectiveness, contributing to the reduction of exploitation phenomena.
